The actual truth is everybody's speculating or assuming. The so called survey claiming 100 or what not man-hours invested to understand this update. Are basically charts from few sites, they don't even cover all the main sites of any particular niche. So, you can figure.
My personal opinion is that make your page fast as possible. You don't have to necessarily score a 90+ or whatever the good metrics are in any particular speed testing tool. Do your part well and stop worrying so much.
Effected negatively is a bigger term. Any update broad core or smaller regular updates can effect any page, if it creates too much drag. So, focus on your optimization not your loading speed.
