Mobile traffic is awesome but much less conversions

I having a huge blast of traffic in my mobile version of my site. But the conversions from it less then 1%. Should I build an app to get needle moving?

It doesn't mean that creating an app will increase your conversions remember that to consider your target audience first to provide them what they need and expectations from your brand.
