Depends on what you need. If you just want a search marketer, you could hire an SEM. If you want search, social, CRO, SEO, strategy, etc., you’ll need to look at agencies (or hire multiple people). Figure out your goals and how much you’re willing to pay to reach them, and chat with a couple of folks (one highly recommended freelancer and one agency at least) to suss out how they would try to achieve them…then ask an objective marketing expert which plan seems more viable.
