Yeah in today's world you can say that.
You need separate site just for mobile devices or a fully functioning mobile app. You just have to optimize your site for mobile devices which can be done by just buying a professional theme. So, yeah if a couple of dollars spending can earn back you hundreds more then why don't we do it.
