Yes, people let it crawl but many people mark it 'noindex'. Because its any site's right and their own choice that whether or not they want their Privacy Policy displayed in the Google SERP's.

if you are having a personal blog then it is not necessary but it is a must for every business site let google bot crawl privacy page.
