What are the reasons that PPC ads with high CTR's don't convert into a high conversion rates?

There may be plenty of reasons. Such as,

- Targeting the keywords which actually doesn't describe the selling product. A lot of ad campaign mangers do this everyday. They Target the wrong keywords and waste a lot of money.

- Getting high CTR is easy but getting high conversions out of them is not. Most of the visitors usually doesn't even know what they are visiting. Yeah its true it happens. When ad campaigners use click baiting just to show the client a high CTR.

- Product page is not adequate. Well informed product page's are tend to have high conversion always. People need to believe ion your product otherwise you will never get sales.
