Simplest method is through emails. Unless you are friend with him in facebook and you can ask directly.

Not by links but to contact the webmaster within their blog and discuss your intention.

Email them directly and politely. Tell them what you have to offer by what means their site will benefited by it. Its simple. If they are interested then will mail you back.
