To all PPC Managers I ask. Say if you already have a client who sells comic books in one neighborhood of any city. Then will you take another comic book vendor from the same the neighborhood as your client.

Why not? I am assuming that they sell comic books online.
Maybe they are from the same neighborhood but that doesn't make them arch competitors.

What does the neighborhood has to do with anything?
As long as the vendors not competing with each other in a head-on way I don't see any problem in taking both of them.

Taking arch rivals is not a rational thing and also not a wise business decision. But other than that I don't see any problem either.
