Submit your book at amazon kindle and then launch it for free price. Then after some time when you are getting downloads charge for it.

If your book is important and provides value then it will sale anyway. Despite of the small amount of pages.

Get your ebook to amazon. Many small books also gets plenty of sales if they are good.
