Where one can buy high quality backlinks for a blog? I am not talking about fiverr or cheap marketplaces. I am willing to pay good money if the links are truly of high quality.

Well you can visit to forums and community boards where are some certain marketplaces where people sell and buy links. But its is wise if you build links yourself. Hire a content writer, get a good content written and then get it published in a high authority page. It will be much better than some link which is bought.

There are some web service providers who provide high quality links from their PBN's and they are pretty good. But they are very rare to find. You have to give a close look into the forum marketplaces to find them.
