It depends on the site you are trying to rank.
If the site is in a small niche and has very low competition then yeah with all the tools available online you can do it if you are clever enough.
But it will never happen if the competition is high. You will need links to outrank your competitors which means money.

Yes it can be done freely, but if your keywords are highly competitive then you need to publish links on high authority websites and some of these websites/guest posts require money.

We can not say SEO is totally free,because building backlink is free most of the time, but still sometime you will need some specific tools to make your work easy like Ahref Or sometimes for guest Post on high DA site also,you need to pay, but all these things are optional.If you want to do SEO for your site free, you can do it.

Yes, you can do SEO without spending money. But if you have a website and it has high competition then you have to build quality backlinks. By using some free techniques you can't get quality backlinks and techniques like a guest post require money. Some blogger will ask money for guest post. So you have to pay money for building backlinks. If your website has less competition. It is easy to rank your website without spending any money.
