There is no limit to how many links a webpage can have - internal + external combined. It’s all about why that link is there. You can have as many links you want but make sure page don’t look spammy.

According to Google, there is no harm to give many links or fewer links. But, the best practice is not giving more than 3 to 4 links in every 100 to 150 words. Again it depends on content.

If you follow such rule then you will probably end up spamming. The actual strategy is to make links relevant and nothing else.

Big G counts no-follow links, but the link building value is so light you wouldn't wanna do so much for so little.
