How can I know that a theme is responsive for all devices? (without using any tool)

Use a browser like Chrome and shrink the page in to several sizes by height and width. If a theme is not responsive then it shall collapse or become unreadable by it.

I am not relying on it because the Google's tool is like yes and no, there is no such thing as moderate or semi in it. Some themes may be not fully mobile optimized but they load and show as good as any other mobile optimized theme.

I am not sure its same as mobile devices.

I do this all the time. Its almost 90% accurate.
