The ClickTAG is the snippet of code that tells DFP to insert the URL to click through to...but still allows the click to be recorded for reporting.

The basic concept of the clickTag is that the third-party ad server used by the publisher will provide the URL to be used for the clicking at runtime. This allows them to insert their own click tracking link into the banner.
