I will not say that it is always necessary for a blog to have a static landing page. But it has its benefits such as it reduces the bounce rate of your entire site.

I do not prefer a static landing page unless I have a dynamic site with multiple scripts on it. Such as a blog and forum side by side. If it is a simple blog of yours then I will suggest not to apply one.
