If I target two different countries with two versions of my blog then will it be termed as any violation to google guidelines?

Its better to create another page from your blog that represents the other country or language rather than creating two versions of blog sites.

There is no harm to create two versions of your blog and promote it in two different countries. It will help to generate more traffic to your blog and build its popularity.
