Yes it does, as if your ON Page SEO is according to guidelines provided by GOOGLE, and then you do OFF page optimization through forum posting, bookmarking, classified ads etc then it will surely improve your website's ranking.

On page:
meta tags, URL structure, alt tags, sitemap, robots.txt, CSS., Java script, Google webmaster, analytics
Off page:
Blog commenting, forum posting, content promotion, classified, guest post

Yes I agree, Do SEO techniques which are on-page and off-page
On-page technical things are: Title, Heading Tags, Keyword Density, Meta Tags, Images, Word count per post, Internal linking, External linking, Write engaging content.
Off page techniques are: Guest blogging, Profile creation, Local listing, Image sharing, Social bookmarking, Directory submission, Classified ads
