I think he means about the kind of keyword through which we can rank in each an every country in the world. Specifically, the kind of keyword which is needed in most of the countries of the world.

To improve the rank of your keywords you have to do both on page and off page SEO, write a efficient and fresh blog related to that keyword and start link building for that blog. The link building should be on high pr sites.
