What is the number of outbound links from one post suppose if has 1000 words in it? So,that the links should look all natural to the search engines and not led to any manual action penalty.

There is no specific number that can be told to be the exact number of outbound links that one post should have. The more you are having outbound links the more you are diluting the push. Always the remember this the links must be of relevant anchor texts and led to relevant and similar pages.
